Program Officer

Communication Officer

Finance and Administration Consultant

Field Officer

Center for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED responses emergency and development needs in Somalia and assists the Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality.

To respond the humanitarian crises in Somalia, CED is looking qualified and committed individuals to join CED Program in Somalia:

Program Officer

Responsibilities

The Program Officer will assist CED in the designing and writing proposals, report writing, and the community needs assessments as well as the implementation of effective program interventions, monitoring/evaluation and the management and development of staff and resources under the program.

Key responsibilities include the following.

Prepare and design project Proposals and concept notes including narrative, budget, logframe and other annexes in line with donor guidelines.

Conduct community needs assessments and collect relevant information for developing project proposals and concept notes.

Prepare regular daily updates, weekly reports, monthly reports, quarterly reports, yearly reports, situational updates, monitoring reports.

Ensure the production of good quality, accurate, timely proposals and reports both for donors and internal use.

Ensure programs are managed in line with program proposals, approved budgets and timelines.
Encourage Program staff development through provision of appropriate trainings.

Provide coordination and support to CED emergency response preparedness and interventions and maintaining strong links with community leaders, NGOs, etc.

Assist CED Program Coordinator in all matters related to the day to day managements of the organizations program design, implementation, monitoring and evaluation.

Providing regular feedback to CED Executive Director/ Program Coordinator
Qualifications and Experience

University degree in development studies, social science or related discipline.

At least 3 years experience in managing emergency and development responses with International NGOs.

A proven track record in proposal development and report writing

Experience in managing large emergency operations.

Knowledge and experience in a range of participatory and gender sensitive approaches.

Experience in use of Microsoft access database, Excel sheets as well as other analyses software.

Proven record of leadership and management of relief and development programs.

Sound knowledge and commitment to participatory approaches to working with communities.

Languages

Fluency in English

Contract period: one year, with possibility of renewal

Communication Officer

Responsibilities


The Communication Officer will assist CED in the collection and dissemination of information, advocacy, and campaigns, lobbying and fund-raising activities. He/she will represent CED in all the UN agencies, international agencies, local agencies, local communities and local administrations meetings. He/she will submit CED activities and achievement to all concerned organizations.

Key responsibilities include the following.

Assist CED in advocacy, lobbying, and campaigns, project funding and fund-raising.

Represent CED in meetings of the UN Clusters, International Agencies and other techni
cal and coordination meetings on behalf of CED.

Manage the production of range of information such as publications, leaflets, DVDs, reports etc in order to help CED to carry out effective programs interventions.

Redevelop/redesign and continuously update CED website to ensure maximum effectiveness.

Produce and disseminate articles, briefings, newsletters, press releases, short human interest stories, photographs, and other publication materials about CED activities to a wide variety of media including local and external media, donors, CED website and variety of websites.

Collect case studies, short human interest stories, interviews, photographs from the programs as appropriate.

Prepare program visits and support partners, media and the other visitors to visit and monitor CED programs.

Work with partners/organizations/community representatives, local authorities and help CED to strengthen collaboration and information sharing between CED and other organizations.

Prepare regular daily updates, weekly field reports, monthly reports, monthly updates and yearly organizations reports.

Work closely with CED field office and contribute to the development of field information management.

Share information and learning from experience in Somalia with relevant partner organizations.

Provide timely and sound advice to CED Executive Director on information management and effective program interventions.

Qualifications/Experience


University degree in international development, humanitarian affairs, international relations, social science information management or related discipline

Minimum of 3 years experience in the application of information management in humanitarian and development response.

Demonstrated experience in fund-raising, advocacy, lobbying and partnerships strategies.
Demonstrated ability to represent CED in coordination meetings.

Experience to write for a variety of media including publications, internet, newspapers and magazines.

Experience of website design and management.

Experience in use of Microsoft access database, Excel sheets as well as other analyses software
Good information management and analyses of information.

Languages

Fluency in English

Finance and Administration Consultant

Responsibilities

The Finance and Administration Consultant will assist CED for all aspects of CED’s finance and administrative matters including the timely and effective maintenance and the implementation of financial accounting systems, controls on the organizations resources and administrative issues.

Key Responsibilities include:

Develop and manage the organizations budgets

Develop and install new accounting software in accordance with generally accepted accounting principles.

Oversea overall project expenditures

Develop finance procedures and budgetary control for the organization

Monitor compliance with all internal and donor financial and administrative requirements.

Develop systems for cash flow management

Prepare timely financial reports in accordance with donor requirements.

Prepare monthly financial reports for the organization

Prepare projects budgets

Prepare and review monthly bank reconciliations

Ensure that all the organizations financial procedures are followed and support external audits.

Analyze and give advice on the adaptation of financial process to CED financial staff.

Provide financial and administrative trainings for local staff.

Oversea the quality of office administrative functions.

Ensure proper documentation, contracts, rent and salaries.

Prepare and maintain employee’s contracts.

Ensure proper documentation and filing systems.

Maintain proper filing systems to all documents relating to finance and administration.

Provide timely and sound advice to CED Executive Director and Finance Officer on financial and administrative matters.

Any other tasks finance admin related tasks assigned by the Executive Director.

Qualifications and Experience

University degree in finance/accounting /business administration and economics.

At least 5 years of experience in financial management, including at least 3 years in a similar role in a development context, preferably with NGO

Proven experience in training and capacity building in the area of finance.

Experience and knowledge in computerized accounting systems

Excellent skills in MS office and common accounting softwares

High level of computer literacy

Good capacity and experience in financial systems.

Field Officer


Responsibilities

The Field Officer will be responsible for managing field operations. The field officer will be also responsible for collecting data and support data collection by the field staff.

Key responsibilities include the following.

1. Guiding field staff in field management practices

2. Guiding field staff in data collection

Carrying out monitoring and evaluation
Training field staff and community
Preparing regular monthly field reports and submitting to CED Office
Carry out the documentation, implementation and monitoring of the project activities.
Provide overall supervision of the field activities
Regularly provide project implementation status to CED office

Qualifications

First university degree in Social Science or related disciplines
Previous experience in data collection, project monitoring and evaluation
Relevant supervisory skills and guidance capacities in the in the implementation of relief and development projects.
Staff management and training skills
Three plus years experience in field supervision and monitoring
Advanced computer skills
